1-fill the 9 gallon bucket

pour four gallons into the four gallon bucket. 

pour the 4 gallon bucket out

  you now have 5 gallons in the 9 gallon bucket.

Pour 4 more gallons from the 9 gallon bucket into the 4 gallon bucket.

pour 4 gallons out.

You now have 1 gallon in the 9 galon bucket.

2-fill the 9 gallon bucket

pour four gallons into the four gallon bucket. 

pour the 4 gallon bucket out

  you now have 5 gallons in the 9 gallon bucket.

Pour 4 more gallons from the 9 gallon bucket into the 4 gallon bucket.

pour 4 gallons out.

You now have 1 gallon in the 9 galon bucket.

Pour the 1 gallon into the four gallon bucket.

Fill the 9 gallon bucket.

You now have 10 gallons.

Pour 3 gallons from the 9 gallon bucket to make 4 gallons.

Pour out the 4 gallon bucket.

You now have 6 gallons in the 9 gallon bucket.

Pour 4 gallons in the empty bucket.

Pour the 4 gallons out.

5-fill the 9 gallon bucket.

Pour four gallons into the 4 gallon bucket.

6-fill the 9 gallon bucket

13-fill up both buckets
